For the final round only, the competition must be held with at least 15 teams (including invited teams); if there are less than 15 teams, the competition cannot be held.
If there is a qualifying round, each group must have at least 15 teams (including invitations).
(Example 1) With preliminary rounds, 2 groups: Can be held if there are 30 teams entered.
(Example 2) With preliminary rounds, 2 groups: Cannot be held if there are 14 teams entered.
(Example 3) With preliminary round and 2 groups: In case of 29 teams entered, only 1 group (20 teams) will be selected and the remaining 9 teams will be eliminated. *In case of (Example 3), the final round will be held directly without qualifying.
Four or more teams are required for entry to carry-over type tournaments. If there are fewer than four teams, the tournament cannot be held.
